What is secure tenure?

Secure Tenure is the ability to use and control the use of land, without the fear of eviction.

It is more than the ownership of land. It is peace of mind. Knowing that your home won’t be taken from you without warning.

In Brazil a lack of secure tenure causes conflict in many urban areas. In the Brazilian state of Pernambuco over half the population (more than 4 million people) are living without secure tenure.

Many settlements in this state are informal, and are developed without guidance or structure from the government. Recently there has been increased interest from private companies in buying these settlements, repossessing land and evicting residents from their homes without warning.

The communities most affected by this are vulnerable groups, often those with women at the head of the household.

To address these issues, Habitat for Humanity Brazil is working to:

  1. Develop policy recommendations to ensure public defence for vulnerable families
  2. Provide affected families and government agencies with public information on legal cases in informal settlements
  3. Map areas at high risk of eviction to prevent forceful removals in future

As a member of Solid Ground provided Habitat Brazil supported over 2,100 families and secured tenure for a further 2,500.
